SPARC selects and backs the physical recreation and sport organisations and programmes that will make New Zealand the world's most active nation with the most effective physical recreation and sport systems.

SPARC selects partners for investment in two key ways.

1. Recognised organisations

SPARC 'recognises' physical recreation and sport organisations that satisfy recognition criteria.

The recognition criteria have been developed to ensure that prospective partners have the potential to make a significant impact on SPARC's Mission, and that they are the most appropriate organisations for SPARC to partner with in the sector.

These criteria are minimum standards that organisations must satisfy to gain recognition.

The recognition status of organisations is reviewed annually, to ensure the criteria are still being met.

2. Targeted investment partners

The SPARC investment process is aimed at delivering targeted investment initiatives that will have the maximum impact on achieving SPARC's Mission.

While some of these initiatives may be delivered through recognised organisations, the main delivery partners are selected (by application) from among key stakeholders such as local authorities, schools and regional sports trusts.

SPARC decides which organisations it invests in on the basis of their strategic plans, internal capability, the quality of their programmes and plans, the reach of the organisation and the impact expected from the investment.

Key investment initiatives through recognised physical recreation and sport organisations may include:

  • coaching initiatives
  • high performance investment
  • participation initiatives and organisational development
  • performance enhancement grants (PEGs)
  • Prime Minister’s scholarships
  • capability enhancement programmes.
